GETTING STARTED Forms and Documents

SERFF is the most cost-effective and efficient way to submit rate and form filings to the states and jurisdictions. Skeptical? Download the Cost-Benefit Model, input your company data and see for yourself! Outside of training or the tutorial and the possibility of using a data hoster, you will only need an Internet Browser and Adobe Acrobat or a PDF producer to submit filings with SERFF. There are no licensing fees to use SERFF. If you have any questions, feel free to contact SERFF Implementation & Marketing at (816) 783-8700 or serffmktg@naic.org.

License Agreements

Insurance Companies must "click" to accept the terms of the Electronic SERFF License Agreement. Contact the SERFF Sales & Marketing Team to initiate the license process and gain access to the Electronic SERFF License Agreement. The agreement wording can be reviewed and printed for your records (see link below).

Third-Party Filers (TPF), Rating Organizations and Managing General Agents must complete the TPF License Agreement in order to license to use SERFF. Customers who've contracted with SPI/Tracker to use the Tracker software must complete a separate agreement. Please contact serffmktg@naic.org to gain access to the appropriate license agreement.

To start the licensing process, complete the applicable electronic foms located below and send to serffmktg@naic.org.

Additional Documents

In addition to the implementation paperwork, new licensees will need to answer the following questions:

1. How will you pay for your SERFF transaction fees?

While there isn’t a licensing fee to use SERFF, there is a per-filing transaction fee. Paying for your SERFF transactions is simple. You have the option of "Pay As You Go" or purchasing a block of filings. Click here to find out more.

2. When will you complete SERFF training?

We require that new licensees attend either the NAIC Training class or the SERFF tutorial. To learn more about the training, click here. To see a list of upcoming tutorial dates, please click here. Please let us know which one you will attend. We cannot implement a new licensee until the licensee attends the training or tutorial.

3. Will you work with a data hoster?

We partner with two data hosters. Click here to learn more.

4. Will you need to pay your state filing fees electronically using Electronic Funds Transfer (EFT)?

Companies have the option to use EFT for payment of state filing fees. Click here for more details. Twenty-two states and jurisdictions have mandated that state filing fees must be paid via SERFF EFT. This means, if you do business in these states and pay a filing fee, you will be required to license to use EFT via SERFF to pay your state filing fees. Click here to find out more about state participation.

Electronic Funds Transfer (EFT)

Standard licensees are automatically licensed to utilize EFT when the SERFF Electronic License Agreement is accepted and simply need to submit Forms A, B & C in order to complete the EFT license process. The forms can be emailed to serffmktg@naic.org.
Third-Party Filers and Rating Organizations will still need to complete the Electronic Funds Transfer and Indemnification License Agreement (see link below) and submit the paperwork with an original signature or electronic signature in order to initiate the implementation process.

The state and industry EFT Implementation Guides below provide a full explanation of the EFT process.

The required paperwork with an original signature can be emailed to: serffmktg@naic.org.

Click here to find out why SERFF users are encouraged to use EFT for SERFF filings.
